2018年11月8日、アメリカ・カリフォルニア州で全体未聞の規模に発展する2つの森林火災が勃発した。1つ目の火災は、「ウールジー・ファイアー」と呼ばれるロサンゼルス近郊の火災。ロサンゼルス国際空港から約50キロほど離れたロサンゼルス郡マリブーから西のベンチューラ郡、そして山のほうに火の手が及んだ。マリブは数多くの有名人が自宅をかまえる地域。彼らの住宅を含め11月20日現在、1500件の建物、面積にして96,949エーカー(約39000ヘクタール)が消失、3名が亡くなっている。

November 8, 2018. 2 wildfires that have developed into historically destructive fires started in California. One is the fire in Southern California named the Woolsey Fire near Los Angeles. The fires hit near Malibu in Los Angeles County and expanded into Ventura County. Malibu is known for there being many celebrity homes in the area. Including some of those homes, as of November 20, 1,500 homes were destroyed and 96,949 acres were burnt. 3 lives were lost.

2つ目の火災は、「キャンプ・ファイアー」と呼ばれる北カリフォルニアビュート群の火災。カリフォルニアの首都サクラメントから北に約140キロほど離れたパラダイスの街はほぼ全焼。11月20日現在、今もなお燃え続けるこの火災は史上最悪ともいわれ、12637件の家屋、483の商用建物、その他3718件の建築物が消失。面積にして151,373エーカー(約61260ヘクタール)、20日時点では79名が死亡、いまだ700名近くが行方不明。
こちらの火災は煙がひどく、サンフランシスコ市内(約280キロ南)から南はサンノゼ市(約320キロ南)まで、連日大気汚染のために注意報がだされ、学校や大学が休校になるなどの事態になっている。また、通常あまりマスクをする習慣のないアメリカ人だが、今回ばかりはマスクをして外出する人々の姿がみられる。

The second fire named the “Camp Fire” is in Northern California in Butte County. The city of Paradise, CA which is about 140km north of Sacramento was lost in flames with little left. As of November 20, the fire still continues to burn. Some have called this fire “the worst in history”, as it has burnt 151,373 acres and taken 12,637 residences, 483 commercial and 3,718 other buildings. 79 lives were lost and over 700 people remain unaccounted for.
The smoke from these fires have travelled far. It has caused air quality to be unhealthy in as far as San Francisco (280 km south) and San Jose (320 km south) and universities and schools closed in response to protect students from exposure. People wearing masks were also seen on the streets.

自然災害がおきると被災するのは人々だけでない。ペットや家畜など、動物たちも被災者となる。
今回火災が発生した両方の地域には数多くの馬たちもいた。一般の乗馬だけでなく、レスキュー団体の牧場なども被災。
北カリフォルニアでは行政や市民団体などのほか、カリフォルニア州立大学デービス校(UC Davis)の災害時支援獣医チームなどが連日動物たちの保護や治療にあたっている。(UCデービス校は獣医学関連の充実で知られており、馬などの大動物の治療施設もある)

When natural disasters occur, humans are not the only ones that suffer. Pets and other animals also are affected. Amongst those animals in these areas, there were many horses. Local rescues and various teams along with the UC Davis School of Veterinary Medicine have been working hard to treat and help the animals in need.

この事態に対し、アメリカ馬術連盟(US Equestrian Federation)が災害被災馬に対する義援金募集を呼びかけている。

In response, the US Equestrian Federation published a press release calling for people to donate to support the equines and their owners who have been affected.

「(今回の火災で)多くの人々が家や牧場から準備をする間もなく避難を強いられ、馬や家畜を逃がすことしかできず置き去りにして、生き延びてくれるよう願うしかできない事態に見舞われています。救援を行う人たちや被災地外の馬関係者はともに力を合わせ、逃げた馬や怪我をした馬たちのために厩舎などを提供、馬たちの保護や治療に当たっています。引き続き強い風が吹くカリフォルニア。まだまだ火の手が収まるまでには時間がかかり、馬たちの世話にかかる費用は今後もかさむことが予想されます。
アメリカ馬術連盟はUSEF馬災害支援基金(USEF Equine Disaster Relief Fund)を通して、馬の緊急災害時支援にあたっている各団体に金銭的支援を行っています。」

“With the deadliest wildfire raging in the state’s history and nearly 210,000 acres burned and ablaze from fires across the state, California and its citizens and equine community are facing one of equestrians’ worst fears. Many people have been forced to flee their homes, farms, and ranches, with little or no warning, turning horses and livestock loose to fend for themselves and hope for their survival.
Banding together as a community, emergency rescues and fellow equestrians have opened up their barns for shelter and veterinary care for the lost and injured animals. With high winds continuing to sweep over the state, and the fires far from contained, the costs to care for these horses will be ongoing in the coming weeks.
Through the USEF Equine Disaster Relief Fund, US Equestrian is providing financial assistance to support the efforts of emergency response groups and organizations that are helping horses impacted by the fires.”

この基金は2005年にハリケーンカトリナとリタが発生し、多くの馬たちが被災したことをきっかけに設置。その後も多くのハリケーンや火災等の支援に$1,000,000以上が提供されてきた。

The USEF Equine Disaster Relief Fund started in 2005 in response to Hurricane Katrina and Rita. They continue to support equines and their owners at times of need in response to disasters and over $1,000,000 has been donated since the fund was established.

今回は100%の寄付金が North Valley Animal Disaster Group (キャンプ・ファイアーの支援), U.C. Davis Veterinary Emergency Response Team (UCデービス校災害支援チームの支援)Humane Society of Ventura County (ウールジー・ファイアーの支援)の3団体に支給される予定。

In the press release, US Equestrian states that “One hundred percent of the donations will go to the North Valley Animal Disaster Group, U.C. Davis Veterinary Emergency Response Team, and the Humane Society of Ventura County. US Equestrian will be working through the USEF Disaster Relief Fund with these organizations and others over the coming weeks to support the ongoing rescue and rehabilitation efforts throughout the state of California.”

UCデービス校獣医学部サイトによると、今も馬やほかの動物たちが連日運び込まれているという。(16日:やけどを負った馬3頭、15日:ミニチュア1頭など)また、大動物の避難所となり、馬のほか、ロバ、ヤギ、アルパカ、ヒツジ、ブタ、鳥類などが保護されているビュートカウンティフェアグラウンドにも獣医師を派遣している。

According to the UC Davis Veterinary Medicine Website, there are still animals being brought in for care. (16th: 3 horses, 15th: 1 miniature horse etc) The UC Davis team also supports the animals at the Butte County Fair Grounds, where animals such as donkeys, goats, alpacas, sheep, pigs and birds are also housed and being cared for.

今後も治療、そして焼失した牧場や厩舎に帰れない動物たちのための支援が必要となることが予想されている。

火災が早期に収まることを祈り、人々そして馬をはじめとする物言えない動物たちのため、一日も早い復興を願いたい。

It is expected that continued assistance for those who are injured or cannot return to their farms or homes due to destruction will be needed.
A long path to recovery and rebuilding lies ahead for both humans and animals alike.
